Understanding the program

What the Ontario
Autism Program is

The Ontario Autism Program, or OAP, provides support for eligible children and young people. Your child can register if they are under 18, live in Ontario and have a written autism diagnosis from a qualified professional. AccessOAP is an independent organization that helps families register and access OAP services.

OAP core clinical services are therapies that can include applied behaviour analysis, speech-language therapy, occupational therapy and mental health services. The services and funding your child can access depend on the program’s current process and your child’s circumstances.

One step at a time

The general
OAP process

  1. Register with AccessOAP

    Submit the required documents through AccessOAP. These include proof of your child's age, proof that they live in Ontario and their written autism diagnosis.

  2. Receive program information

    AccessOAP confirms your registration and explains available services and next steps. Registering does not mean that every service or type of funding starts right away.

  3. Discuss your child’s needs when invited

    When your child is invited to enter core clinical services, an AccessOAP care coordinator helps you complete the determination-of-needs process. This process identifies your child’s support needs and funding amount.

  4. Choose services and providers

    Before choosing how to use your funding, check which services it covers. Review provider qualifications, fees and service agreements.

  5. Keep your records

    Keep the service plans, invoices and receipts your funding program requires. Follow the current OAP rules for expenses.

We will help you understand your funding at no charge, whether or not you enrol with us.

  • Explain our services, availability, fees and provider qualifications.
  • Discuss which services may meet your child’s needs and fit your budget.
  • When you use our services, provide a written plan, agreement, invoices and receipts. These describe the service and who provides it.
  • Work with other providers when this is appropriate and you give permission.
  • Direct you to AccessOAP or other official sources for questions about eligibility, funding decisions or program rules.

Private payment
and insurance

Private payment

You may pay privately for an available service that meets your child’s needs. Before support starts, we explain the fee, expected schedule, payment terms and cancellation policy. Ask us for current rates and an estimate.

Extended health benefits

Some insurance plans pay back the cost of eligible services provided by certain regulated professionals. These professionals are registered with a regulatory college. Each plan has its own rules about coverage, yearly limits, referrals and supervision. Check with your insurer before relying on a payment. We provide accurate receipts for the services you receive.

Questions to ask before you start

  • Which services and types of professionals does my plan cover?
  • Do I need a referral or approval before I start? What must the receipt include?
  • What are the limits? What is not covered, and what will I need to pay myself?
  • Will I pay the provider first and submit a claim myself?

Confirm these answers with your insurer or funding program. Asking Bloom about a service does not confirm coverage or mean we can bill your insurer directly.

Your family may qualify for other disability support programs or tax benefits. We can point you to official information. We do not provide financial, tax or legal advice.

A few common questions

Finding your way forward

Do we need an autism diagnosis to receive services from Bloom?

Not necessarily. Some services may be available without a diagnosis, depending on your child’s needs and whether the service is a good fit. You do need a written autism diagnosis to register for the Ontario Autism Program.

Can we begin before OAP funding is available?

You may choose to pay privately or use insurance benefits for a service that is available and covered by your plan. We will explain the fees and options. Confirm your coverage before support starts.

Can Bloom tell us what the OAP will approve?

No. AccessOAP and the Ontario Autism Program make program and funding decisions. We can explain our services and the records we provide. We cannot guarantee that a cost will be covered or paid back to you.

Is there a charge for help understanding funding?

No. We will help you understand your funding at no charge, whether or not you enrol with Bloom. For decisions about eligibility or coverage, we will direct you to the funding program or your insurer.

Does Bloom work for AccessOAP?

No. Bloom is an independent service provider.
